Conduct of Campus Visitors and Access to District Property

Access to academic and administrative facilities on the Boerne ISD properties shall generally be limited to students, employees, and visitors for the purpose of learning, working, teaching, volunteering and conducting other specific and legitimate District business.

Access to individual classrooms shall be limited to students enrolled at that campus. However, a principal may grant permission for the presence of one or more visitors in the classroom if in the principal's and the teacher's sole judgments, such presence serves a legitimate, student-specific connected purpose and is consistent with maintaining a proper educational environment. School Board policy GKC (Local) provides that visits to individual classrooms during instructional time shall be permitted only with the principal's and teacher's approvals and such visits shall not be permitted if their duration or frequency interferes with the delivery of instruction or disrupts the normal school environment.

Visitors on Boerne ISD properties who are not students or employees shall conduct themselves in accordance with the law as well as commonly accepted standards of behavior and safety. Civility, decency, courtesy, and respect must be demonstrated at all times. Conduct including but not limited to noises, threats, harassment, physical or verbal abuse, endangerment of the health or safety of any person, or inappropriate entry into, obstruction, disruption, or occupation of any District property, event, or operation by a visitor shall be deemed a violation of school policy and the law. If a visitor engages in such conduct and does not cease such conduct when requested, a District administrator or School Resource Officer who is present shall have the authority to warn and inform such visitor in accordance with these procedures that his or her permission to be present on district property will be or is withdrawn, that such visitor shall thereafter be asked to leave the district property immediately, and that the failure to leave district property may result in law enforcement being summoned to take appropriate law enforcement action.  Specifically Section 37.105 of the Texas Education Code states that a school administrator or School Resource Officer may eject a person from property under the District’s control if the person refuses to leave peaceably on request and,

  1. The person poses a substantial risk of harm to any person; or
  2. The person behaves in a manner that is inappropriate for a school setting and,
    1. The administrator or School Resource Officer issues a verbal warning to the person that the person’s behavior is inappropriate and may result in the person’s refusal of entry or ejection; and,
    2. The person persists in that behavior. 

Any person subject to restriction or ejection shall be provided written information explaining the appeal process.  The Boerne ISD’s appeal processes are set forth in Board policies FNG (Local) and GF (Local).  Those policies can be accessed online through the District’s website or by contacting the District’s Central Office at 830-357-2000.  Nothing in Section 37.105 of the Texas Education Code or in the District’s Board policies shall prohibit, impede, or impair the right of a restricted parent to attend and participate in their student’s admission, review, and dismissal (ARD) committee proceedings. 

The term of a person’s restriction or ejection from the District or a school property shall not exceed the period of two years.
